As a research and policy initiative that explores and tests innovative models, The Prosperity Agenda has studied the challenges and trends associated with the WorkFirst system. In this paper, we identified key policy options and their potential risks and implications, as well as outline strategic directions that will position the implementing state agencies to use resources more effectively. This paper will highlight models that The Prosperity Agenda has tested in the community, and summarize the resulting analyses, options, and directions.
